A bombshell hidden in the latest Republican Senate bill is sending shockwaves through the clean energy industry. The Senate bill, unveiled late last week, contains a little-noticed provision: a first-of-its-kind excise tax on wind and solar projects that start operating after December 31, 2027, if they use a certain amount of parts from banned foreign countries—especially China. Projects that begin construction after June 16, 2024, are also at risk.

At the same time, the bill drastically reduces tax credits for wind and solar energy, which were expanded under President Biden’s Inflation Reduction Act.

These credits have been crucial in making clean energy projects affordable and attractive for investors. Now, the incentives are set to phase out much sooner than expected—forcing developers to rush projects or risk losing out altogether.

The clean energy industry is sounding the alarm. Analysts say the new tax and credit cuts could increase the cost of wind and solar projects by 10 to 20 percent—on top of already rising costs from losing tax credits.

“Combined with the likely onerous administrative reporting burden this provision puts in place, these cost increases will lead to even lower wind and solar installations,” said analysts at the Rhodium Group.
